Any of the abilities can be used on a person or used to protect a person if needs be. It's Allen's personality however that makes him not want to use the attack measures it has on them because that is not why he became an exorcist (he did it to save the souls of Akuma). That is how the sword came about as his wanted to get rid of the Noah without actually killing the person themself. So the sword was to mostly get rid of the Noah gene so to speak (and failed only once from his canon point).
As for his sword, he pulls it from his left arm...so it's pretty much on him at all times, but either as his arm or claw when activated, until he needs it to change into a sword.

It's hard to really explain his limits... he takes a pretty good beating, probably more so than an actual normal person. But odds are you get him in the right spot or really up close with a powerful attack and he can go down and can knock him out fully, yet after a while of being knocked out this can cause his innocence to basically keep going even though he is out cold, but with a limit of probably only for a certain of time.
However it does take him about the same length of time for him to recover from any wounds like a normal person and any scars he gets can become permanent (as proven in later canon), minus any damage to his left eye as that heals pretty much most wounds inflicted on it and quicker than a normal human due to the curse on it.
Limitations are more than likely if he doesn't have enough energy or uses his innocence too much it will simply revert back to the way it was before and he would need to either eat or take a break depending on why it reverted. On the battle field this can be a extreme limitation if no one is around to help. Basically all in all there is a possible time limit on how long he can actually have it active for due to the fact he burns a lot of energy by simply using it.
